工业固体废物管理和利用对推动绿色发展的影响研究

摘要

在绿色发展战略的要求下,重污染行业产生的工业固体废物资源化已成为生态治理的关键课题。基于绿色发展与资源循环理论,本文搭建“技术创新—资源化效率—绿色绩效”分析框架,以脱硫石膏智能处置装备为案例,综合运用文献梳理、指标测算与对比分析等方法,系统评估了该装备在环境、经济与社会维度上的影响。研究结果表明:智能化高压成型与凝结时间可调等核心技术显著提升了脱硫石膏高值化水平,资源化率提高约43.7%,SO₂等污染物年减排约25%,并同步降低矿山回填及建材生产成本。案例验证了技术创新对工业固废减量化、无害化与资源化的协同促进作用,为我国及类似经济体实现工业领域绿色转型提供了可复制、可推广的实践路径。基于此,本文提出健全法规标准、加强创新激励和推动区域协同等政策建议,以期为工业固体废物治理与绿色发展提供决策参考。

Abstract

Under the imperatives of the green development strategy, the resource‐oriented management of industrial solid waste generated by heavily polluting sectors has emerged as a critical issue in ecological governance. Grounded in green development and resource circulation theories, this study proposes a “technological innovation–resource efficiency–green performance” analytical framework. Taking intelligent desulfurization gypsum disposal equipment as a case, and employing literature review, indicator calculation, and comparative analysis, it systematically assesses the equipment' s environmental, economic, and social impacts.
Results demonstrate that core technologies—such as intelligent high-pressure molding and adjustable setting time—significantly improve the high-value utilization of desulfurization gypsum, raising the resource utilization rate by approximately 43.7%, reducing annual SO₂ and other pollutant emissions by around 25%, and simultaneously lowering mine backfilling and building‐material production costs. This case validates the synergistic role of technological innovation in the reduction, harmless treatment, and resource recovery of industrial solid waste, offering a replicable and scalable pathway for green transformation in China' s industrial sector and comparable economies. Policy recommendations are advanced to strengthen regulatory standards, incentivize innovation, and foster regional collaboration, with the aim of informing decision‐making for industrial solid waste management and green development.
