Monitoring Dilemma and Emergency Measures Behind Environmental Pollution Incidents
环境污染事件背后的监察困境和应急措施

摘要

随着可持续发展理念和发展绿色经济工作的推进，环境污染问题的管理成为一项很重要的工作。但是尽管国家推出多项相关政策，对环保企业进行财政补贴，很多环境破坏行为和环境污染问题依然存在。这就给基层的环境监察部门创造了问题，被处理企业消极应付的态度，群众不积极的配合，以及环境监察部门自身的权责要求都在环境执法过程中形成阻碍。文章从这三个方面提出了提高群众环保意识、企业的社会责任感和在制度建设上处理监察部门的权限的建议。

Abstract

With the advancement of the concept of sustainable development and the development of green economy, the management of environmental pollution has become a very important task. However, despite the introduction of a number of relevant policies by the state and financial subsidies for environmental protection enterprises, many environmental damage and environmental pollution problems still exist. This creates problems for the environmental supervision departments at the grass-roots level. The negative attitude of the companies being dealt with, the inactive cooperation of the masses, and the requirements of the environmental supervision departments themselves all hinder the process of environmental law enforcement. From these three aspects, the article puts forward suggestions on improving the public's awareness of environmental protection, corporate social responsibility, and handling the authority of the supervision department in system construction.
